Jurisdictional issues arise because we have certain compliance groups that we cannot serve.
When reviewing applications, we need to be mindful of a user's possible connection to these compliance groups. When we do so we need to check the following locations of a user:
- Billing country,
- ID-issuing country,
- IP location and IP region,
- Nationality and
- Place of birth.
To find out more about these please see the Location Issues article
Supported US states
Although we operate in most US states, certain laws and regulations in some states still prevent us from operating within them.Because we are not licensed to operate in all US states we need to ensure that US users IDs, IPs, and billing addresses only come from the following states:
Please note that presently New Mexico is not served!
The following US territories are blocked and cannot be served:
- American Samoa (AS)
- Puerto Rico (PR)
- Virgin Islands (VI)
- Guam (GU)
- Northern Mariana Islands (MP)
- The United States Minor Outlying Islands (UM)
To understand more about OFAC countries and how we treat them please see the Blocked OFAC Countries article
To find out more about handling these cases please see the Blocked OFAC Countries article
IP Location or IP Region from a blocked or unsupported country or state
When we look at blocked countries, we need to be aware that if a user has an IP from a blocked country, we cannot accept this. When looking at the IP of a user, we need to look at the IP location and the IP region.

Countries Blocked by Payment Processors
Like us, payment processors can also choose which countries to operate in. This could be because, like us, they comply with the rules of regulators. It could also be for risk reasons or business considerations.
Here is the list of countries our payment processors do not serve:
Countries Not Served Due to Business Considerations
These countries are not served because serving these countries would not benefit the business in any positive way
Presently we do not serve billing address in Nigeria due to business considerations. We also do not accept Nigerian ID documents for tier 1.
