When US users are asked to provide an ID for tier 1 verification, they may provide an ID from a different state.
In these cases, where the billing state is different to the ID state, we can accept the ID if it is an open, served US state ID. But, we will need to log that a different state ID was accepted.
Leaving a ledger log
If the ID state doesn’t match the billing state (but both states are served) we need to leave a ledger log.
This is so that the mismatch is monitored
- Therefore if the ID state is no longer served in the future, we will be able to find those users and request different documents.
We leave a ledger like this:
- The ledger should state "USID-'State Name'
